Intern, Legislative Support Unit ODIHR - OSCE Office for the Democratic Institutions and Human Rights

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination.
ODIHR is tasked with providing and facilitating capacity-building assistance to participating States that need assistance in the implementation of their OSCE commitments. Amongst others, such assistance includes legislative support to legal reform efforts within the OSCE region. This includes the provision of legal opinions on draft legislation and legislation falling within the human dimension and of assessments of the legislative process, in addition to maintaining the website www.legislationline.org.

Tasks and Responsibilities
Objectives:
The selected intern will be an integral member of the Legislative Support Unit (LSU) and perform his/her tasks under the supervision of the Chief of LSU. The intern will be expected to contribute substantively to support ODIHR’s core activities in the field of legislative assistance and law making.
In so doing, the intern will:
gain an understanding of the main parameters of ODIHR legislative assistance to the OSCE participating States in order to help them make their legal framework and law making processes compliant with international standards and the OSCE’s human dimension commitments;
become acquainted with methods and approaches used in preparing legal reviews of draft legislation and legislation pertaining to human rights and rule of law issues, and legislative assessments;
learn about the challenges faced across the OSCE region in relation to ensuring that legislation and law making processes are compliant with international human rights standards and OSCE commitments;
develop his/her legal and professional writing and communication skills, and develop his/her legal research and analytical skills.
 

The tasks will include:
  • Assisting in conducting research for updating the online legal database www.legislationline.org, including by liaising with other external experts;
  • Assisting LSU staff in conducting research for on-going legal reviews;
  • Assisting in the preparation of written materials including meeting reports and letters, pertaining to the on-going activities of the LSU;
  • Assisting in the preparation and organization of follow-up events, such as roundtables to discuss the legal opinions produced by the LSU;
  • Assisting with the preparation of legislative assessments, and the organization of roundtables on matters pertaining to democratic law-making;
  • Performing other related tasks as assigned.
Necessary Qualifications
  • University Degree in Law;
  • Knowledge of international human rights law and topics falling under the OSCE human dimension;
  • Computer literacy;
  • Full command of English; knowledge of other OSCE languages, especially Russian, is an asset;
  • Solid English writing skills;
  • Ability to work as part of a team and to establish and maintain effective working relations with people of different backgrounds;
  • Flexibility and the ability to carry out different tasks as required.
Internship Dates:
July to December 2013.

Remuneration Package
For the duration of the internship the person will be covered with life, accident and disability insurance at the cost of the OSCE/ODIHR. The intern will also be able to participate in a group health insurance scheme at his/her own expense. The OSCE/ODIHR is unable to pay any remuneration or bear any expenses incurred by the intern during the stay in Warsaw or for travel to or from the place(s) of assignment. The internship does not constitute a commitment to future employment with the OSCE.

DAAD Masters Scholarships in Public Policy and Good Governance

This programme is designed to academically qualified future leaders in politics, law, economics and administration according to the principles of Good Governance and to prepare them in a praxis-oriented course for their professional life.  The programme offers very good graduates with a first university degree the chance to obtain a Master’s degree in disciplines that are of special relevance for the social, political and economic development of their home country. With this programme, DAAD intends to contribute to the support of Good Governance and civil society structures in selected partner countries and regions.

Number of Scholarships: About 8-10 scholarships are available for each Masters Course under the PPGG Programme. 
Scholarship open for: The scholarship scheme is open to candidates from Africa, Latin America, South Asia, and Southeast Asia as well as from countries in the Middle East.
Cover: The scholarships are (generally) for two-year Master courses at a German institution of higher education.  DAAD pays a monthly scholarship rate of currently 750 €. The scholarship also includes contributions to health insurance in Germany. In addition, DAAD grants an appropriate travel allowance as well as a study and research subsidy and in applicable cases rent subsidies and / or family allowances. 
Eligibility: The scholarship targets very well qualified graduates with a first university degree (Bachelor or equivalent) who in the future want to actively contribute to the social and economic development of their home countries. The scholarships are offered both for young graduates without professional experience and for mid-career professionals.
In addition to the study results achieved so far, the main criterion for selection is a convincing description of the subject-related and personal motivation for the study project in Germany and the expected benefit after the return to the home country.
For Master courses taught in German or in German and English, good knowledge of German (ideally at completed A 2 level at the time of application) is an advantage for being able to pass the German language test required for admission to the Master programme at the end of the six-month preparatory German course.   For courses taught in English, proof of good knowledge of English (generally a minimum of 550 TOEFL scores or equivalent) is required.
The university degree should have been obtained during the six years before the application for the scholarship. Applicants cannot be considered if they have been in Germany for more than one year at the time of application.
All Master courses have further additional requirements that must be fulfilled by the applicants at any case.

Founded in 1994, Epposi is an independent, not-for-profit, partnership-based and multi-stakeholder think tank based in Brussels, Belgium. Our goal is to work at the "cutting edge" of European health policy-making, providing members and the wider public with high quality independent research, capacity-building, knowledge exchange and dissemination with the aim of bridging the gap between innovation and improved public health outcomes.

Epposi wishes to hire a Communications Assistant to be part of the communications team and work on social media, stakeholders’ mapping, media relations, and research. There are a lot of opportunities to demonstrate initiative and gain significant experience on strategic communications and the not-for-profit sector in Brussels.


Job description:
  •  Proactively support Epposi’s external communication efforts and media relation activities by mapping the media landscape in Brussels and in a pan-European level;
  •  Assisting in mapping stakeholders in academia, international and European institutions, industry and patients’ organisations;
  •  Managing and updating Epposi’s databases of experts, stakeholders and programme participants;
  •  Assisting in updating social media and mapping stakeholders presence there;

Person specification:

The Transparency International Secretariat (TI-S) is seeking a highly motivated, pro-active intern to support its work in the Africa Department.
Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
Main function: Assisting the Africa team in their work
Starting date: 1 August 2013

Key tasks:
  •  Assisting with the implementation of a number of projects in the department, including the Advocacy and Legal Advice Centres, the Africa Regional Programme etc.
  •  Assisting with the budget monitoring and financial reporting for on-going projects;
  •  Assisting with preparations for the participation of delegates from National Chapters to attend a series of programme-related workshops in Sub-Saharan Africa (e.g. flight and hotel bookings, visa support );

Description

The European Union Academic Programme Hong Kong (EUAP) is inviting applications for two PhD Scholarships in the fields of European Union Studies / EU Relations with China / East Asia. The EUAP is a consortium of four universities in Hong Kong, co-financed by the European Commission. It is dedicated to strengthening research expertise on the European Union and its engagement with and in East Asia.


The EUAP welcomes cutting-edge inter-disciplinary research proposals from prospective candidates. The Scholarship Scheme is an excellent opportunity for outstanding Master degree students from diverse disciplinary backgrounds to conduct doctoral research at one of the EUAP member universities in Hong Kong.

Benefits:

Successful candidates will be awarded the scholarship in the form of a monthly studentship sufficient to cover tuition fee, accommodation and sundries for a maximum period of three years (approx. 14,100 HK$ p.m. for the 2013-14 academic year). According to the area of research, they will be attached to one of the partner universities (which will also award the degree) and be part of the EUAP research postgraduate network and the respective university’s research training modules. They have the opportunity to gain teaching experience by contributing to coursework and outreach activities for selected target audiences in Hong Kong.

Applicants should possess first-class undergraduate (with honours) and postgraduate degrees and display excellent command of the English language. 2013-14 ISS Scholarship/Hardship Fund for MA Program in Development Studies, Netherlands

International Institute of Social Studies (ISS) is providing financial support to students through its two funds i.e. ISS Scholarship Fund for Excellent Students and ISS Hardship Fund. Both funds are open for international and Dutch students for pursuing MA program in Development Studies. ISS Scholarship Fund is awarding a total of 20 scholarships covering 40% of the tuition fee while ISS Hardship Fund provide a fee discount of up to 30% of the tuition fee. 2013 AQMeN PhD Studentship in Education at University of Edinburgh in UK

Economic and Social Research Council offers PhD Studentship in Education at at the Moray House School of Education in the University of Edinburgh. The studentship is awarded for three year. About Scholarship: This fully funded PhD studentship in Education is available for here at the Moray House School of Education in the University of Edinburgh. This studentship will be attached to the Education and Social Stratification research strand of the Applied Quantitative Methods Network (AQMeN), a multi-disciplinary Research Centre composed of academics from ten collaborating Universities and Research Organisations in the UK and abroad. Internship – Policy Assistant on EU Policy Coherence for Development (PCD)

General background

Conservation International (CI) is an organisation with global reach and impact. Building upon a strong foundation of science, partnership and field demonstration, CI empowers societies to responsibly and sustainably care for nature for the well-being of humanity. CI works in more than 30 countries on four continents.

CI Europe is the organisation’s Brussels based office in charge of policy work and engagement with governments in Europe. Established in 2011, this office reflects CI’s recognition that the EU and its member states have a growing influence in the international environmental policy arena, and that influencing the EU institutions is a critical component of efforts to achieve CI’s mission.

Context

The revised Treaty of the European Union adopted in Lisbon 2009 recognizes Policy Coherence for Development has an official principle of the Union, creating an obligation to ensure that sectorial EU policies do not undermine development and human well-being in recipient countries. The European Commission has put in place a unit within DG Development, in charge of coordinating the implementation of this principle. In order to be successful, this effort needs to receive substantial input from partner countries, institutions and civil society.

Conservation International believes that sustained natural capital is key pillar of PCD, and that CI can contribute to demonstrate it and support the PCD effort, using its base of field experience, science, expertise and convening capacity. CI Europe aims at developing its PCD engagement, gathering and coordinating input from the whole organisation and partners to feed into the PCD process at EU level and ultimately generate change in sectorial policies at EU and national levels. In order to support this strategy, CI Europe is currently gathering information about key sectorial policies and how they relate to PCD.

Main Tasks

Policy analysis and support (80%)

Provide assistance to the Director for EU Policy to inform and influence the definition and launch of CI’s engagement on EU Policy Coherence for Development.

The main responsibility will be to research and synthesize information on key sectorial EU policies and how they relate to PCD and to CI’s mission. Using existing research and data, the intern will look into the incidence of:

  • EU imports of key commodities (soy, palm oil, biofuels, timber);
  • Trade and association agreements;
  • EU fisheries.
on:
  • land-use change and deforestation;
  • natural capital and ecosystem services essential to water and food security;
  • ocean health.
He/she will report to the Director for EU policy and will work in close coordination with the rest of the CI Europe team and relevant colleagues within CI. Together with the Director for EU Policy the intern will produce a synthetic report with for each thematic area:
  • A summary of existing knowledge about documented impacts on the ground, focusing on CI geographies when possible;
  • A list of key stakeholders and potential partners;
  • A description of existing efforts in place to tackle the issue, if any;
  • A list of institutions, policy streams and instruments CI may need to engage in order to achieve sectorial outcomes.
As the analysis progresses the intern will assist the Director for EU policy in putting in place an advocacy strategy as well as any tool or initiative that will be appear appropriate.

Communication support (20%)

The intern will be asked to support the CI Europe team in communication activities: gathering input from the team for internal and external communication tools, using information provided by team members to write short texts for communications purposes, supporting the creation of communication material.

Other

The intern will also have the opportunity to represent CI Europe at relevant meetings/seminars and report back. He/she may occasionally be asked to bring other types of support to the CI Europe team, including administrative and logistical.

Conditions

This internship will be taken within the framework of a Belgian “Convention d’Immersion Professionnelle” (link here). The internship is unpaid but €751 per month will be provided to cover living costs according to rules of a Belgian “Convention d’Immersion Professionnelle”. Candidates should be EU nationals or have a valid work permit for Belgium.

  • Knowledge of global environment and biodiversity issues;
  • Understanding of European and global policy agendas;
  • Excellent English is compulsory, good level of another European language is an asset;
