Hungarian Government Scholarships for International Students

Hungarian Scholarship Board Office offers scholarships for foreign students and lecturers in higher education institutions as well as research fellows who intend to gain further professional experience in Hungarian higher education institutions or research institutes. Scholarships can be applied for in two different ways:
  1. Work plans and bilateral agreements: The Office of the Hungarian Scholarship Board (hereinafter HSB) welcomes applications by citizens of countries (and territories) that have a valid/effective educational work plan with Hungary, or a bilateral agreement signed by the Hungarian Ministry of National Recourses and the relevant ministry of the given country (or territory). Dissemination of all information regarding the application procedure and deadlines as well as assessment and shortlisting of applications is conducted by the scholarship authority or the Ministry of Education in the relevant home country (or territory). Applications forwarded by partner scholarship offices shall have a priority. However, applications submitted directly to the HSB Office shall also be accepted in the framework of the Pool system outlined below.
  1. Scholarship Pool: In 2005 the Ministry of Education of the Republic of Hungary established the ‘Scholarship Pool’ allowing for applications for all HSB scholarship types from the following countries/territories:

Scholarship

The following scholarships are available in the academic year 2012-2013:
A. – semester/partial studies (3-10 months)
Available for: undergraduate (BA/BSc) and graduate (MA/MSc) students (enrolled at foreign higher education institutions), especially those majoring in Hungarian Language and Literature and students participating in a single degree track university programme (such as General Medicine, Dentistry, Pharmaceutical Studies, Veterinary Studies, Architecture, Studies in Law, etc.). Before application, students are required to have completed minimum two semesters at their home institutions. For ‘Type A’ scholarship students may apply only on one occasion during their Bachelor’s studies, and once during their Master’s studies.
B. – postgraduate studies, research (3-21 days or 1-10 months)
Available for: applicants holding a Master’s degree or an equivalent university degree, including PhD students who intend to do research for their dissertation and wish to stay in Hungary for less than 10 months. (However, PhD students cannot earn credits during the scholarship period at the host university.)
C/1. – full PhD programme (36 months)
Only students proficient in Hungarian can apply. The scholarship is conditional upon successful entrance exam / admission to the respective doctoral school.
C/2. – partial PhD studies (10 months)
Applicants must be enrolled in a PhD programme at an accredited higher education institution in their home country or in a foreign country (but not in Hungary).
D. – postdoctoral studies, research (1-10 months)
Applicants must hold a PhD or an equivalent degree.
E. – research stay (3-21 days or 1-10 months)
Available for associate professors or high-ranking academics as well as researchers holding minimum a PhD or an equivalent degree.
F. – summer courses in the summer of 2012 (2-4 weeks)
Only courses published in the list of ‘Summer Courses 2012’ on the HSB website can be selected. You may select three different courses but your scholarship will allow you to participate only in one course.

  • Foreign citizens employed on a permanent basis as defined by the Hungarian Labour Law
  • Students in employment applying for part-time or correspondence study programmes
  • Students applying for programmes not financed by the Hungarian State
  • Students admitted to higher education host institutions where tuition fee is required.

Description

The Buildings Performance Institute Europe (BPIE) is dedicated to improving the energy performance of buildings across Europe, and thereby helping to reduce CO2 emissions from the energy used by buildings. BPIE acts both as an international centre of expertise on all aspects of energy efficiency and energy performance in European buildings, and as the European centre for a global Best Practice Network created by ClimateWorks. Their mission is to support the development of ambitious, yet pragmatic building-related policies and programs at EU and Member State level and to drive their timely and efficient implementation.
The Buildings Performance Institute Europe (BPIE) offers a 3 to 6 month paid internship at its office located in Brussels. The internship provides a great opportunity to gain valuable work experience in the area of energy policies for buildings in Europe. The successful candidate will be given the opportunity to be part of a small but dynamic team as well as the chance to interact with various stakeholders at EU and Member State level.
Tasks:
The intern will closely work with the BPIE team and will be directly involved in at least one of its main activities. S/he will mainly assist in structuring and organising a large set of EU27 data and work together with our international colleagues for the creation of an online tool. The aim of this project is to ensure that national specific data on their building stock is available for all European countries, enabling better policy design, policy implementation and monitoring. The main responsibilities will include managing and homogenising data and communicating relevant information to both internal and external partners. S/he will also support the analysis of other on-going projects.

The ideal candidate will possess the following academic qualifications and personal attributes:

Description

The aim of the Transparency International Summer School on Integrity is to provide student leaders from across Europe with an opportunity to learn first-hand from professionals working in the anti-corruption field. The School seeks to provide students with a peer-to-peer learning and integrity-building platform that links international experience with transparency and integrity to the current situation in post-communist countries.
Participants of the Transparency International Summer School on Integrity  learn about the causes of corruption and practical ways in which societies can become more transparent and accountable. The School staff  offer students state-of-the-art professional guidance and compelling case studies showing long-term sustainability through transparent and integrity.
The Summer School is organised by Transparency International Lithuania in cooperation with Mykolas Romeris University. Led by experienced anti-corruption professionals, the School seeks to create an environment that brings discussions about transparency and integrity from a high public policy level into the classroom and the everyday life of students.
University students earn 4 ECTS credits upon successful completion of the course. The language of instruction is English.

Costs

For 2012 the course participation fee is set at 300 Euro. The fee covers accommodation, meals, study material and extra-curricular activities. Participants are expected to cover their own travel expenses (including visas, insurance, etc.). Students may be granted (partial) tuition fee waivers in exceptional cases.

Scholarship

A limited number of competitive scholarships is available. Full scholarships cover transportation, tuition and board expenses. Students seeking a scholarship are encouraged to apply as early as possible. Students may be also offered partial scholarships that cover a part of their expenses.

Digital skills shortage leaves EU youth a step behind

European policy makers have identified a large shortfall in computing and IT skills among young people that threatens to dent Europe's ability to compete and could exacerbate youth unemployment in the coming decade.
While young Europeans may be good at using mobile smartphones and playing video games, they lack basic digital skills that could make them more easily employable in a rapidly digitizing economy, research from the European Commission shows.
The Commission estimates the shortfall of school leavers and graduates with required IT and digital skills could hit 700,000 by 2015, a deficit that will particularly affect leading digital economies such as Britain, France and Germany.
The findings add to concerns about growing unemployment across Europe, where 24 million people are out of work. Youth unemployment is a particular concern, with more than 50 percent of young people unemployed in Spain and Greece.
"Young people need to appreciate the professional aspects of the new digital world," said Antonio Tajani, the European commissioner for industry and entrepreneurship, as he launched a series of events labeled "e-skills week" to draw attention to the problem and generate ways of tackling it.
"This is more important than ever in the current economic context. And it is crucial to increase creativity which will favor entrepreneurship and new start-ups."
Europe continues to battle the impact of the eurozone debt crisis, with Italian labor reform talks and continued poor economic performance in Spain dampening hopes for a recovery.
At the same time, there are signs of economic recovery in the United States, Europe's largest economic rival and the world's most digitally advanced economy, while China continues to grow at an annualized rate of around 8 percent.
According to the Commission, jobs for highly-qualified people are expected to rise by 16 million by 2020, while those held by low-skilled workers will decline by around 12 million.
That gives the EU only a fixed amount of time to try to bolster IT and digital skills among young people if they are to become productive members of the global workforce.
"Supply (of skilled workers) has become a bottleneck for growth in the tech sector, creating a leaky pipeline that threatens to hamper European innovation and global competitiveness," said Tajani.

The next edition of the annual Perugia International Journalism Festival will be held on April 25-29, 2012, in Perugia, Italy.

The annual Perugia International Journalism Festival is the leading journalism event in Italy. It is an open invitation to listen to and network with the best of world journalism. The leitmotiv is one of informality and accessibility, designed to appeal to journalists, aspiring journalists and those interested in the role of the media in society. Simultaneous translation into English and Italian is provided. The festival is open to the public free of charge.

The festival was founded in 2006 by Arianna Ciccone and Christopher Potter. The objective? To set up an event which would break the mould – not another institutional forum or media industry get-together but rather an opportunity for you to engage with leading journalists from all over the world. Free. With content designed to appeal across the spectrum. The media plays such a fundamental role in our daily lives yet an event designed explicitly to bring together top-drawer media protagonists and the general public didn’t seem to exist. Literary festivals, science festivals, music festivals abounded. But where was the journalism festival? Nowhere. So we created it.

The 2007 first edition was a modest affair but by the 2011 fifth edition there were some 150 different events in the 5–day programme and more than 500 speakers, 250 accredited journalists and 200 volunteers in attendance. Aggregate festival audiences totalled about 30,000 despite our promotion being exclusively online due to budget constraints. The 2012 sixth edition will be the biggest and best yet.

All festival events are free entry. Of all the festival events, only the workshops require registration (in order to maintain participant numbers at a pre-established level).

IES Seminars: Europe & Liberty - Germany 2012

Interested in exploring the ideas of liberty? Learn about classical liberalism with distinguished faculty? Apply now and join us at the Theodor-Heuss-Akademie in Gummersbach, Germany between July 29 and August 04, 2012 for a weeklong of intellectual challenges, intercultural exchanges and lots of laid-back fun, all in the spirit of liberty. This week is entirely free for the students. Through the generosity of our partners, IES-Europe is able to offer the seminars for free. Lectures, housing, meals are provided by the IES-Europe. Participants only pay for their own travel.

The seminars offer interdisciplinary introduction to the tradition of classical liberal thought scholarship. Subjects covered include economics, history, moral, political philosophy and law. The main aim is to approach these fields from a liberal point of view. The seminars are a unique opportunity to boost your understanding of the classical liberal principles of individual rights, private property, and free markets and their applications to today's issues.

Thousands of students have already been involved with the Institute's programs. The participants are junior, senior, or graduate students and recent graduates but they are also young scholars or entrepreneurs. They usually describe it as a week which had a tremendous impact in their intellectual life and which has proved helpful for careers in academia, law, journalism, and other idea-oriented fields. It is also a great experience from a personal point of view, since for a week, students and faculty members, coming from everywhere in the world, get to live together, to speak and to debate. They get to learn from each other and are in contact with different cultures, education and ways of life.

A traditional Europe and Liberty seminar lasts 6 days from. The day is divided into 3 sessions of lecture, discussion groups and discussions with the speaker. Every session lasts 2 hours and is followed by a coffee break, lunch or dinner. The week is an intensive week of lectures and discussions. After each lecture the participants break into small groups to probe and debate ideas they have just heard. A highlight of the seminar are the evening discussion groups; guided by faculty members, participants continue their exploration of the day's themes. During the week, participants will have to interact constantly with each other and with the faculty members who not only lecture but join the participants for meals and evening discussion groups and socializing.

International Master Scholarship of The Mona Hatoum Scholarship, UK

European Citizenship in Youth Work Training Course in Croatia

Description

This training course was developed to encourage the development of a critical, democratic and European Citizenship and in doing so, to support the implementation and quality of the «Youth in Action» Programme.
Aim of the training course
The training course on European Citizenship aims to support the professional development of youth workers and youth leaders by extending their critical understanding of European Citizenship, exploring and experiencing its potential and by enabling them to recognise and integrate European Citizenship in their youth work.
Objectives
The training course puts into practice priority 1 (European Citizenship) of the Youth in Action programme, by aiming to:
  • To critically explore the meaning, relevance and implications of European citizenship in youth work in all its dimensions;
  • To promote and facilitate the active use of programmes and structures in support of youth work on European Citizenship, including Youth in Action;
  • To experiment and explore the potential of European Citizenship for active democratic change in society;
  • To associate the participants with the current discourse on European Citizenship (its concepts, formal meanings and expressions)
  • To exemplify the connection between European Citizenship, Human Rights, Democracy and ICL and the underlying values.

Venue

The training course will take place in Croatia from the 11-17 June 2012.

Paul Celan Fellowships for Translators 2012/2013

Description

Since the end of the cold war, the conditions for intellectual productions in the South Eastern European region have improved noticeably. Despite this fact, the exchange of ideas and the reception of scientific literature are still afflicted with cultural as well as socio-economic asymmetries. Although important works are being published, they do not get the attention in the Western part of Europe that they deserve. To help change this current situation, by filling the gaps in the relevant literature on both sides and thus improve access to and exchange between so far isolated cultures, the Institute of Human Sciences started its translation programme in 1987.
ERSTE Foundation joined the Paul Celan Fellowship for Translators in 2005 as a new partner. Since 1987, more than 80 translators from 16 different countries have worked within the scope of the scholarship. The scholarship holders spend between three and six months in Vienna, receive a hosted flat, a well-equipped office and, of course, a scholarship. Furthermore, they become part of everyday life of the Institute for Human Sciences.

Eligibility

The Paul Celan Fellowships support Western to Eastern translations, or between two Eastern European languages, and especially Eastern to Western translations of canonical texts and contemporary key works in the Humanities, Social Sciences and Cultural Studies. Special emphasis is put on translations of relevant works written by East European authors and/or by female gendered scholars. A thematic relation to one of the IWM’s research fields is likewise welcomed.

Fellowship

Paul Celan Visiting Fellows are invited to spend three to six months at the IWM between July 2012 and June 2013 to pursue their translation projects while working in residence at the Institute. Fellows receive a monthly stipend in the amount of EUR 2,250 to cover all expenses related to the stay in Vienna. The IWM provides a personal office with internet access, in-house research facilities and other relevant resources in Vienna. Paul Celan Visiting Fellows participate in the scholarly community and activities of the IWM.

Reuters, the world’s largest international multimedia news agency, is looking for talented students or recent graduates for its 2012 London summer internship program. The 6-week paid internships are a crash course in hands-on business, political and general news reporting. Every intern will report to a senior editor and be assigned a journalist mentor to provide advice and guidance during the summer. Interns are expected to write regularly and deliver in-depth stories during their assignment. Interns will receive several days of formal training before they start work, focused on writing skills, journalism ethics, and basic financial knowledge. They may also be able to take advantage of other, regularly scheduled training opportunities during the summer, depending on where they’re based. Interns who excel may be considered for other opportunities, including the Reuters Journalism Trainee Programme or junior reporting roles. The intensive Journalism Trainee Programme, which begins in September 2012 in New York, London and Singapore, offers nine months of training and leads into a staff job if required standards are met.

Eligible students currently are invited to apply for the Riga Graduate School of Law (RGSL) Public International Law and Human Rights Programme. The programme provides expertise in Public International Law and Human Rights and also offers courses in European Law. The programme is competitive and very prestigious. The Programme is based at the RGSL located in Riga, Latvia. Scholarship

Scholarships are available to students from Russia, Belarus, Ukraine and South Eastern Europe and Central Eurasia regions (see eligible countries below). Each scholarship recipient will receive an amount covering tuition and fees for the LL.M study programme. An additional scholarship is allocated for travel, accommodation and incidental education expenses. Students granted a scholarship must write their master’s thesis in the field of public international law or human rights. Priority will be given to students who commit to work in any of the following areas upon completion of the programme:  human rights, public law and public service.  Furthermore, RGSL seeks to recruit students who have worked within an organization with which OSF has a relationship already, or students who are willing to work with such an organization upon completion of the programme. In the application, students are required to provide specific detail on their expectations work in a related field upon completion of the programme.

  1. Satisfy standard RGSL entry requirements (with respect to educational background and English proficiency);
  2. Have experience in the fields of public international law or human rights for a minimum of one year;

Description

The European Network for Political Ecology (ENTITLE) offers 11 generously-funded three-year PhD scholarships available to candidates from anywhere in the world.
ENTITLE is an EU-funded Initial Training Network under the Marie Curie actions of FP7, coordinated by ICTA at the Autonomous University of Barcelona (icta.uab.es and www.eco2bcn.es) and with the collaboration of 11 research and NGO partners (Grant Agreement: 289374).
ENTITLE will train 17 researchers in the emerging field of Political Ecology, giving them the theoretical, analytical and complementary skills that will make them employable in jobs related to environmental policy analysis and advocacy. Research and training are framed around five key clusters concerned with the analysis of: environmental conflicts; environmental movements; natural disasters; changes in co-production and the commons; and environmental justice and democracy.
Researchers selected for the program will be trained through an integrated curriculum of local and intensive network courses on related topics, summer schools with teachers of international calibre, secondments to EJOs (environmental justice organizations) and the public and private sector and training through work. ENTITLE builds on an on-going collaboration in training between the participating institutions, manifested in a series of summer schools (www.environmentalconflicts.com). It brings together some of the world ́s top scholars in political ecology and related approaches, and overcomes the fragmentation of existing political ecological research in Europe, offering a critical mass of research and training. The researchers trained in the network will be employable in academia, public administration and EJOs.

Eligibility

The fellowships are open to truly outstanding candidates with distinguished curricula and proven ability to communicate fluently in English. We expect candidates with studies in the social sciences (sociology, anthropology, political science, economics), environmental sciences, planning, ecology, geography, architecture and contemporary history. Candidates from other disciplines might apply if adequately justified by their curriculum and motivation letter. Interdisciplinary experience and previous work on political ecology and related approaches are highly appreciated, as is civic engagement with the social issues dealt by the network. As the PhD must be completed within the 3 years of the fellowships we anticipate that successful candidates will already hold a Masters degree and have some experience with social science research methods.
Eligibility Criteria (From The EC Marie Curie Program)
The following requirements must be met:
1) Applicant must not have a PhD.
2) Applicant should not have more than 4 years of research experience. The years that count are the ones after obtaining the degree (e.g. a masters) which would formally entitle one to embark on a doctorate, either in the country in which the degree was obtained or in the country in which the research training is provided.
3) Applicant must not have resided or carried out their main activity in the country of the host institution for more than 12 months in the 3 years immediately prior to their recruitment (i.e. you should not have lived in the country you are applying for more than a year in the period September 2009 – September 2012).

Scholarship

Successful applicants will be given a 3-year contract with a salary, mobility allowance and additional funds for research-related costs. The salary includes a living allowance (38000 € annually -/+ a correction factor for each country that can be checked at the Marie Curie website). This is a gross salary; net salary will be derived after deductions that will apply in the host country, such as taxes and social security. In addition, recruited researchers will receive a mobility allowance (700 – 1000 euros per month, depending on country correction factor and family situation); in some countries this is subject to taxes, in others not.

(1) A cover letter declaring their interest for the position and identifying the host institute of their choice. A maximum of two institutes can be selected. The first choice needs to be clearly identified. (Note that for the Harokopion University post at Athens, knowledge of Greek is desirable. (2) A  500 word motivation letter explaining the reasons for wanting to do research in the field of political ecology.
(3) A 1000 word research proposal, positioned with respect to at least one of the five key thematic areas of the network (environmental conflicts; environmental movements; natural disasters; changes in co-production and the commons; and environmental justice and democracy).
To get an idea of the research themes interesting the prospective host institutes, applicants should visit their websites and look at the research work of the contact persons who are likely to act as supervisors. Applicants should not contact the institutes or the supervisors individually. The capacity to develop a political-ecological research proposal independently is part of the criteria used to evaluate the applicants. Note that the research proposal of the application stage is not binding, and supervisors will work with the recruited researchers to elaborate a new research proposal during the first year of the fellowship.
