Doctors of the World – Médecins du monde (MdM) International Network is recruiting An INTERN working on European advocacy – access to healthcare for excluded groups
The European project coordinator of the International Network is looking for an intern (based in Brussels) who can assist in drawing the attention of European decision makers to the health needs of excluded groups.
CONTEXT OF THE INTERNSHIP:
Despite the subsidiarity of Member States in matters of health, the European Commission plays an increasingly important role when it comes to protecting access to healthcare for the most vulnerable: through the European Semester and country-specific recommendations on healthcare reforms; as a member of the Troika negotiating the terms of financial help for countries that are in an excessive debt procedure; and as an actor organising the exchange of best practices concerning public healthcare policy between Member States. The newly elected Members of the European Parliament, on the other hand, will need to work closely with the Commission in order to limit the negative consequences of the economic and financial crisis on access to healthcare. MdM also urges MEPs to keep up the fight against xenophobia, hate speech and scapegoating, both within the EP and when they meet national politicians, decision makers and Member State representatives. The Strasbourg Council of Europe also has an important role to play in the protection of fundamental rights in Europe, without forgetting health professionals: discriminatory access to healthcare goes against their professional ethics.
TASKS:

• Drafting of policy reports, notably on children’s access to healthcare across Europe (compiling already existing information collected by MdM and partners), and on a mapping of (inter)national legal frameworks that concern age determination techniques of asylum seekers;
• Mapping recent changes in national legislation concerning the access to healthcare for specific groups (e.g. undocumented migrants, destitute EU citizens);
• Keeping track of the EP legislative agenda and identifying interesting opportunities that allow highlighting excluded groups’ health needs;
• Regular participation in Brussels-based meetings and events (civil society, EP, etc.) in order to take notes and produce summaries of the events;
• Regular updating of our European contact database;
• Depending on the intern’s profile, (s)he will also manage other smaller projects.

PROFILE
Absolute requirements

• Master in Political Science or Master in Law degree (or healthcare professionals with equivalent experience);
• Proficiency in both oral and written English;
• Sense of organisation, rigour, pragmatism, strong autonomy, adaptability, sense of initiative;
• Strong writing and synthetic skills;
• Strong commitment to Doctors of the World values;
• Candidates should at least be available for 3 months (but longer periods are possible);
• Optional (but bringing added value to the intern’s application)
• Having had direct working experiences with excluded groups;
• Complementary trainings such as Anthropology, Sociology, International Law of Human Rights, Humanitarian International Law, European Law, etc.

Scholarship Description: Chevening Scholarships are the UK government’s global scholarship programme, funded by the Foreign and Commonwealth Office (FCO) and partner organisations. The programme makes awards to outstanding scholars with leadership potential from around the world to study postgraduate courses at universities in the UK. The Chevening programme was established in 1983 and has developed into a prestigious international scheme. Chevening Scholars come from more than 150 countries and territories worldwide (excluding the USA and the EU), and this year the Scholarships will support more than 1500 individuals. Number of award(s): Up to 1500 scholarships will be offered.
Duration of award(s): a) A Chevening Scholarship is tenable for 12 months only but may terminate sooner in circumstances where your course is less than one year in length.
b) Chevening Scholarships may not be extended beyond 12 months unless there are exceptional circumstances. Exceptions will only be granted by the FCO if the time is necessary for you to complete your current Masters course and there are strong academic or welfare reasons to support this. All extensions are subject to the availability of funds and you should not assume that extensions will be granted.
c) Stipend payments will only be made for the duration of your course.
What does it cover? A full Chevening Scholarship award normally comprises:
-Payment of tuition fees (up to a limit – check individual country pages on the Chevening website for details of fee caps)
-Economy travel to and from your country of residence by an approved route for you only
-An arrival allowance
-The cost of an entry clearance (visa) application for you only
-A grant for the cost of preparation of a thesis or dissertation (if required)
-An excess baggage allowance
-A monthly personal living allowance (stipend) to cover accommodation and living expenses. The monthly stipend will depend on whether you are studying inside or outside London. These rates are subject to annual review
-A study travel grant
-A travel top up allowance
Selection Criteria: Applicants should be high caliber graduates with the personal, intellectual and interpersonal qualities necessary for leadership. Evidence of leadership experience and potential is critical. Each country has a list of priority areas in which it is looking for Chevening Scholars. The typical successful applicant:
-Is a professional graduate, in early or mid-career, who displays both intellectual ability and clear leadership potential;
-Has already worked for two/three years in his/her chosen profession;
-Is committed to return to his/her home country and contribute to its socio-economic development, by implementing the new skills and knowledge acquired in the UK;
-Has a proven track record of professional excellence and achievement, with the prospect of becoming a leader in his/her chosen field;
-Is able to show at interview that he/she possesses the personal qualities to benefit from the Scholarship and use it to succeed in his/her chosen career;

Scholarship Description: As one of its contributions to development cooperation, KU Leuven offers each academic year scholarships to deserving students from developing countries to do their PhD in the largest university of Flanders, Belgium. The programme is organized and managed by the Interfaculty Council for Development Cooperation. The IRO Doctoral Scholarship Programme has supported more than a hundred PhD graduates over the past ten years. After obtaining their doctorates at KU Leuven, these PhD holders are now valorizing their degrees in their home countries either in university academic research or in various sectors of industry. KU Leuven, which is situated at about 20 kilometers from Brussels, the capital of both Belgium and Europe, is the oldest university of the Low Countries. As such, it has a long-standing tradition of hospitality towards students and scholars from abroad. At present, almost 7,000 international students (about 15% of the total number of students at KU Leuven) have found their home away from home in Leuven.
Duration of award(s): The IRO Doctoral Scholarships are only granted for doctoral programmes for a maximum period of 48 months and eventually for one pre-doctoral year as preparation period for the doctoral programme. Applicants who have already been enrolled as self-supporting doctoral students at KU Leuven can only be granted the IRO doctoral scholarship for 4 years minus the number of years enrolled as doctoral student.
What does it cover? The scholarship includes monthly basic amount € 1,415 (75% of the net salary of an assistant) paid at the end of each month for doctoral students and €1000 paid at the beginning of each month for Pre-doctoral students, Housing allowance of € 200/month with accompanying partner (and children), Social security covering health insurance, child allowance, occupational hazard and occupational illness, Tuition fee, Affiliation with a Belgian Health Insurance company, Third-party liability insurance (private life), Professional and accident insurance coverage; third party liability insurance (study related matters and for professional liability) and Return flight tickets for the whole family after completion of the doctorate.
Notification: Selection of the candidates will be in November 2014 – February 2015. The International Admissions and Mobility Unit of KU Leuven will prepare and send the official admission letters and scholarship attestations to the selected candidates in March 2015.
